FINAL RULE FOR "NATIONAL VOLATILE ORGANIC COMPOUND EMISSION STANDARDS FOR ARCHITECTURAL COATINGS" FOR THE CONCRETE CONSTRUCTION INDUSTRY

It has passed.  It takes effect on Monday, September 13, 1999.  It applies to manufacturers and importers of architectural coatings.  This includes anti-graffiti coatings, bituminous coatings, bond breakers, curing and sealing compounds, surface retarders, release agents (form oils), floor coatings, mastics, primers, roof coatings,   rust preventatives, varnishes, stains, waterproofers and many other decorative and non-decorative categories.

It requires the regulated products to show the date of manufacture and the VOC content on the label on the container.  If products are to be thinned, the VOC content of the thinned material must be on the label.

The regulation applies to any manufacturer and importer that produces, packages or repackages the coatings for sale.  It does not apply to persons that transfer material from one container to another if they use the material themselves.

This regulation does not apply to aerosols.

This encompasses a broad range of products and procedures.  It requires some rethinking of how each of us (contractors, A/Es, distributors and manufacturers) operate.  Please read appropriate sections of the actual regulation for a full and legal explanation of products, terms and applicability.
