Update to the Open Letter Concerning the Proposed Federal VOC Standards for the Concrete Construction Industry
Originally, the compliance date for the federal VOC regulations was January 1, 1998. Right now the EPA is working with the courts to produce a court ordered schedule. Once this schedule is made public (late in November 1997) the implementation date will be closely adhered to.
Though predicting the court ordered EPA schedule is not a vocation, I wish to pursue…I will make a prediction. This prediction is based in part on the wish of the EPA to make this effective in 1998.
Consequently, I expect to see a new compliance date sometime during fall, 1998. Though this is a guess, it gives all of us something to plan around. When the court ordered schedule becomes public, late in November, we will add the information to this letter. So look here later in November for the most current available information.
By the way, the state of Oregon is already adapting the federal VOC limits. Their legislation for VOC limits contains a sunset provision so that the federal regulations automatically prevail over the state when the federal regulations become active.
